This Volume XXIV of the Annals of Air and Space Law is dedicated to Mr. L. Welsh Pogue. A pioneer and Nestor in the field of aviation law and regulation, Mr. Pogue celebrated his 100th birthday on 21 October 1999.
Appointed by United States (US) President F.D. Roosevelt as Director of the Civil Aeronautics Board (CAB), Mr Pogue attended the Chicago Conference on International Civil Aviation in November-December 1944. He was Chairman of Subcommittee 2, dealing with the critically important "air navigation principles," and signed the Chicago Convention on behalf of the United States. Mr. Pogue is an exemplary representative of the generation that, fifty-five years ago, created the fundamental legal framework of international civil aviation.
